Cesar Maldonado, P.E., is President and Board Chair of Tech Prep of the Rio Grande Valley, Inc., in which role he donates countless hours of time to leading the Board. Maldonado is also a HOSTS mentor, a member of the Harlingen CISD Board of Trustees, and a Board member of the Texas Business and Education Coalition. He has held many positions in public service including being the past Chairman of the Harlingen Water Board, the Civil Service Commission, the Harlingen Economic Development Board and the Cameron County Workforce Development Board. He has also held director positions on the Valley International Airport Board, Harlingen Industrial Foundation and various education and health-related organizations.

Maldonado holds Bachelor of Science and Master of Science degrees in Chemical Engineering from Texas A&M University and is a member of Omega Chi Epsilon, the Chemical Engineering Honor Society. He has more than 25 years of engineering and management experience in the manufacturing, processing and construction industries. His expertise encompasses strategic planning, project management, environmental analysis, product engineering and design, specification development, computer-aided manufacturing, and software design. He has been instrumental in the development and implementation of integrated manufacturing systems and of various industry-standard specifications. He has authored several articles in the fields of engineering and manufacturing.

Maldonado is currently a Fellow of the National Association of Architectural Metal Manufacturers and continues his work in the development of life-safety building standards.

He and his wife Elizabeth, a reading teacher and HOSTS coordinator, have three children. Their oldest daughter, Laura, is a briefing attorney with the Texas 4th Court of Appeals. Their son, Marcus, is attending San Antonio College majoring in History. Their youngest daughter, Kristin, is a Biology major attending the University of Texas at San Antonio.
